THE IEEE POTENTIALS MAGAZINE GOES TO ALL STUDENT MEMBERS OF THE IEEE (USA AND CANADA), PRESENTLY ABOUT 50, 000. THE LEVEL OF THE ARTICLE IS ADDRESSED TO THE UNDERGRADUATE STUDENT AND HAS SEVERAL OBJECTIVES : INTERESTING THE STUDENT IN A TOPIC FOR FURTHER STUDY, EXPLAINING TECHNOLOGICAL ADVANCES IN AN AREA, A FORUM FOR TECHNICAL IDEAS, ARTICLES OF INTEREST TECHNICALLY. IT SHOULD BE STRESSED THAT THE ARTICLE SHOULD NOT TRY TO MYSTIFY THE STUDENT BUT TO ENABLE THE STUDENT TO LEARN MORE ABOUT TECHNICAL MATERIAL THAT HE/SHE MAY/MAY NOT BECOME ACQUAINTED WITH IN THEIR FORMAL COURSE WORK. LENGTH OF ARTICLE CAN BE NO MORE THAN 10 MANUSCRIPT PAGES (8 1/2-11) REDUCED BY NUMBER OF FIGURES- SHORTER PAPERS ALSO ACCEPTABLE THE AUDIENCE IS ELECTRICAL/COMPUTER ENGINEERING AND COMPUTER SCIENCE STUDENTS. THE MANUSCRIPTS ARE REVIEWED BY: STUDENTS, FACULTY, RESEARCHERS IN AREA AND THEN A DECISION IS MADE AS TO WHETHER TO PUBLISH OR NOT. IF INTERESTED, CONTACT: DR. GEORGE W. OBJECTIVE OF THIS DOCUMENT This document intents to describe briefly the CATS Program in order to help promote extensive interchange between the CATS program and similar programs that recently have come to existence in various parts of the world. A situation is envisaged for the future in which courses from different consortia may be exchanged therefore allowing students to follow a program distributed worldwide. 2. MOTIVATION The need to follow the very fast technological changes that take place in the area of software development has produced a growing demand for the re-training of professionals from the software technology industry. Development and application of new ways of delivering courses in continuing education programs is a very pressing need since the availability of this kind of education is a key factor for industry competitiveness now and in the foreseeable future. The fast progress that takes place in the area of computer networks presents several interesting new possibilities for delivering continuing education programs (see, for instance, Dr. E's Eclectic Compendium of Electronic Resources for Adult/Distance Education; Compiled by J. H. Ellsworth je01@academia.swt.edu). The CATS program adheres to this new paradigm of distance education. 3. THE PARTICIPANTS OF THE CATS CONSORTIUM At the present, a consortium involving a group of seven Brazilian universities is being created to offer a special graduate program in advanced software technologies. The seven participating universities have had for many years the leading Computer Science graduate programs in the country (according to the evaluation of the country's Ministry of Education - CAPES). The following are the participating universities: * Federal University of Pernambuco (UFPE), * Federal University of Minas Gerais (UFMG), * Federal University of Rio de Janeiro (UFRJ), * Pontifical Catholic University of Rio de Janeiro (PUC-Rio), * University of Campinas (UNICAMP), * University of Sao Paulo at Sao Carlos (USP/SC) and the * Federal University of Rio Grande do Sul (UFRGS). 4. OBJECTIVES OF THE CATS PROGRAM The consortium will offer a graduate diploma course in the area of development and application of advanced software technologies. The course is aimed at re-training experienced industry computer specialists interested in learning about the most up-to-date software technologies. 5. PROGRAM DESCRIPTION The graduate diploma course is similar to what has been called in other parts of the world a professional master's degree. The CA in the CATS acronym stands in Portuguese for "Technology Degree" and the TS for "Software Technology". During the first three years of the consortium all the course preparation activity is being sponsored by the DESI Project between the Brazilian Research Council and the UNDP. The preparation of a course must follow the standards defined by the CATS Steering Committee. To be awarded a CATS diploma a candidate is expected to have attended 360 hours of conventional classes as well as developed a final project in a period of two years. Each course in the program offered by an affiliated institution corresponds to 45 lecture/hours. Individual certificates will also be issued on the successful completion of individual courses. 6. PROGRAM ORGANIZATION CATS courses will be offered in an intensive mode over concentrated periods of time (one week full time each). When a student enrolls in a course he/she is supposed to develop some initial activities at his/hers place of work under the remote supervision of the professor and assistants (via email). After this period the student will make a short immersion in the academic environment (one week). The immersion will take place at the institution which is offering the course. After the intensive course and before evaluation, the student will develop several tasks at his/her place of work with the assistance of the professor/team responsible for the course (again via email). In this working environment, a student may in a given semester take one course in Rio and another in Recife been away from his/her company for only a period of two weeks. 7.
