Let me first thank everyone who submitted for your support of the conference. I hope to meet you all in Kerkyra in September.

There were 575 papers submitted and the 78 Program Committee members and many additional reviewers took the task of reviewing very seriously. The result is that we accepted 163 papers, 46 for oral presentation and 127 for poster presentation. The key distinction between poster and oral presentation is not one of quality. Rather, the choices were made largely based on what the Program Committee thought would be the best way to present the material. Further evidence of the lack of a quality distinction between the two modes of presentation comes from the facts that no difference in number of pages in the proceedings is imposed, and the order to presentation in the proceedings is determined by topic and not by presentation mode.

All assignments of reviewers, reviewing and PC decision-making was done blind. The General Chair was the only person aware of author names and affiliations during the reviewer assignment phase and the final decision-making meeting  in order to eliminate conflicts. As a result, the General Chair made no decisions nor participated in the process actively. The Program Committee has put in very significant effort to ensure that any paper that is rejected is done so carefully with sufficient review feedback so that authors may improve their work and presentation for their next submission.  I sincerely hope you will agree. If you do not, you may forward your concerns to me and although the status of your paper will not change due to the tight timing, I assure you that I will recommend new procedures for future conferences if warranted.

Authors of accepted papers should note the following:

1. Proceedings will appear in both paper and CD-ROM format and all registrants will receive 1 copy of each.

2. Although I had thought colour in the paper proceedings would have been possible, it is not. I am trying to confirm that you can submit a colour version of your paper for inclusion in the CD-ROM version of the proceedings which will accompany all paper proceedings. Please keep checking this page for that confirmation. I am also working on how you might include additional mpeg, jpeg, etc. material on the CD-ROM.

3. All papers are allocated 6 proceedings pages. Authors may buy up to 2 extra pages at $200US per page.

4. IEEE will handle all aspects of publication and thus you must ensure that you follow their guidelines. We will be forwarding the contact author's e-mail address to IEEE. The timetable for production of the proceedings is quite tight and you should make every effort to strictly adhere to it. Here is it:

5.  The following is directly from IEEE:

IEEE primary file format is postscript format (*.ps). They  now also accept files in Adobe Acrobat (*.pdf) and this also is preferably, especially when a conference will also be produced on a CD-ROM. The PDF format is what all papers will be converted to for the CD-ROM. If an author can't find a way to provide IEEE with either of these formats, they will take a printer file (*.prn) and occasionally a Microsoft Word file (*.doc).  IEEE discourages these last two formats since they are often incompatible with their equipment, and/or in the case of Word files, might  contain macros that they cannot enable due to the chance of macro viruses.  They only accept these last two formats after authors have tried to submit their papers using either ps or pdf format. Hardcopy of papers sent by courier must have conference approval since there will be a $10 per page scanning fee, unless authorized by our editors under special circumstances. If you choose this latter format, the cost is entirely yours - the conference has NOT budgeted for this.

Authors might wish to visit the Adobe web site, where they can upload a postscript print driver which will enable them to save to a  postscript print file(*.ps)  They will find these drivers at the following location:      http://www.adobe.com/supportservice/custsupport/download.html

IEEE will be sending you by e-mail detailed instructions on paper preparation.

8. For those preparing oral presentations, please note that we will be using a 9-panel video wall for computer projection and video display. You are encouraged to prepare your presentation in this format. There will also of course be an overhead projector and a 35 mm slide projector available.
