The General rules for ICCV are:
  -  ICCV is a single track conference consisting of the highest
       quality, previously unpublished, contributed papers,
       presented either orally or as a poster.
  
-  Held every other year (Odd years, January 1998 was really
       the 1997 meeting)
  
-  Single Track.
  
-  Location decisions made 4 years in advance at ICCV,
       by a vote of those present.
  
-  Decisions on international meetings can be made only at
       international meetings.
  
-  ICCV generally held in the Fall. But in late June in
       North America. Some flexibility on dates.
  
-  The orgainzing committee must be international with
       Europe/North America/Asia represented as program chairs and
       as program committee and reviewers.
  
-  Blind reviews. Three reviewers.
  
-  Generally the whole program committee has not met, but international
       representation must be present.
  
-  No Parallel Sessions.
