NEW PAMI TC CHAIR IN 2000
Keith Price has been elected to be the Chair of the PAMI TC from
January 2000 until December 2001. Congratulations, Keith!

UPCOMING PAMI TC CONFERENCES AND MEETINGS
The last PAMI TC Meeting was held at CVPR-1999 in Fort Collins. At
the PAMI TC meeting, the major issue of discussion was the schedule
of upcoming TC-sponsored meetings, particularly these major ones:
ICCV-1999 in September 1999 at Corfu, Greece
CVPR-2000 in June 2000 at Hilton Head, South Carolina
ICCV-2001 in July 2001 at Vancouver, British Columbia
ICPR-2002 in August 2002 at Quebec City, Quebec

which also lists other TC-sponsored meetings (and non-TC meetings).
It was noted that traditionally we do not have CVPR in years that
ICCV or ICPR is in North America, which would mean no CVPR in 2001 or
2002. Therefore, the TC decided to hold a CVPR "off-season" at the
end of 2001, roughly midway between ICCV-2001 and ICPR-2002. Since
ICCV-2001 and ICPR-2002 will both be in Canada, CVPR-2001 should be
in the US. Proposals for CVPR-2001 are solicited (see next item).
Also, it was noted that an increased role for industry and for vision
"systems" would be desirable at our big conferences. Jim Crowley held
a successful "Computer Vision Systems" workshop this year, and a
follow-up would be valuable. The TC decided to encourage the organ-
izers to plan another CVS symposium, possibly held in conjunction with
CVPR-2001. Jim Crowley is working on that.

PROPOSALS NEEDED FOR CVPR-2001 AND ICCV-2003
At the ICCV meeting in Corfu in September, the PAMI TC should
hopefully receive proposals for CVPR-2001 and ICCV-2003.
CVPR-2001 should be held at the end of 2001 (perhaps early 2002?),
and should be in the US.
ICCV-2003, if we continue the policy of rotating continents, should
be in Asia (or Australia perhaps?).
If you would like to make a proposal, please contact Keith Price as
soon as possible, price@usc.edu. The selection will be made during
the PAMI TC meeting, open to all participants at ICCV-1999 in Corfu.

CONFLICT OF INTEREST POLICY
David Forsyth and others have been concerned about our lack of a
formal policy on conflict of interest, for example addressing the
situation of a conference Program Committee member whose paper is
under discussion by the committee. He has a draft policy, here's an
excerpt:
Principles:
-----------
1) Referees should not know the identity of authors
2) Authors should not know who reviewed their papers
3) Papers should not be reviewed by those with a conflict with any author.
Conflicts include, but are not limited to, sharing an institution,
recent coauthorship, an amatory relationship, a financial relationship
or a supervisory relationship.

IAPR, IFIP, AND IEEE-CS NOMINATIONS
The IAPR confers Fellowship upon persons "in recognition of their
outstanding contributions to IAPR and to the field of pattern
recognition". Nominations for IAPR Fellows are solicited; see

IFIP seeks US IEEE delegates to two of its technical committees:
Artificial Intelligence and Human-Computer Interaction. Delegates
attend one or two meetings per year to coordinate international
